The emergence of two misleading local “schools” in the Philippines—one already issued a public warning and another with a formal notice underway—shows why AVPGE is necessary.

The first group copied IBMS-IMSIM’s website and Facebook materials and falsely claimed our graduates from 2022–2025 as their own.
The second group, which appeared in mid-2025, copied IBMS-IMSIM’s educational concept and institutional identity and marketed it as their own system.

These actions show the urgent need for the public to stay vigilant against operators who imitate legitimate graduate schools without having their own academic foundation, concept, or structure.

62 Chaplains successfully fired Short arms and Long arms during the recently held IBMS-NCPC Gunfiring Exercises held at ARMSCOR last January 26,2019.
The Chaplains, who are currently enrolled in Graduate School Military Chaplaincy programs, will be marching towards their Master of Science and Doctor of Science in Military Chaplaincy this upcoming May 2019 Commencement Exercises.
Gun Firing Exercises was Supervised by IBMS IMSIM's School officials headed by:Dr Buddy Cuevas,VP-Academic Affairs/Academic Dean, BAMO Bishops, Archbp.Manuel Jose & Archbishop Art Eligue.

MILITARY CHAPLAINCY GRADUATE SCHOOL
IBMS IMSIM Graduate Shool Academic Dean Dr. Buddy Cuevas and IBMS Spiritual Chancellor /BAMO Military Ordinaries Archbishop Manuel Jose & Archbishop Art Eligue, Supervises the Chaplain Gun Firing Exercises as part of the  IBMS-NCPC MILITARY CHAPLAIN GRADUATE PROGRAM. Assisting in the Chaplain's Firing Exercises are our PNP Marksmen, Philippines Marines & Navy soldiers. 
Residential courses per academic year are taught by the IBMS-NCPC  Military Chaplaincy Faculty . Graduation for the Chaplains are held in May.

PITAHC-ACCREDITED NATUROPATHY CENTERS (PANCs) ARE NOT "ACCREDITED SCHOOLS"; THEY ARE SIMPLY TO FUNCTION AS "ACCREDITED TRAINING CENTERS" (To be a school, it requires a different accreditation either TESDA or CHED)

The recent accreditation of PUP as a 'Naturopathy Center'  should have sent us a chilling message, as the accreditation by DOH-PITAHC refers to the concept of a 'CENTER,' not a school.

PANCs* ARE NOT A SCHOOL THAT ISSUES DIPLOMA AND TOR

PITACH-Accredited Naturopathy Centers are intended to operate strictly as PITAHC-accredited training facilities, not as formal schools authorized to issue diplomas or Transcripts of Records (TOR). Granting such authority would encroach upon the mandate of TESDA, the government agency responsible for regulating and supervising all technical-vocational education and training (TVET) programs at the sub-baccalaureate level.

PITAHC FUNCTION IS NOT TO MAKE A SCHOOL OUT OF PANCs
PITAHC’s role is to develop standards, conduct research, and promote traditional and alternative healthcare practices, including naturopathy. It is not within PITAHC’s authority to establish or accredit schools, as this responsibility lies solely with TESDA.

WHAT THEN IS THE SCOPE OF PITAHC ACCREDITATION?
PANCs scope is limited to functioning as training centers that provide CERTIFICATE OF COMPLETION (COP) for required training hours, which serve as a prerequisite for national certification as Certified Naturopathy Practitioners (CNP). TESDA remains the sole government agency authorized to regulate and accredit schools offering technical-vocational programs below the bachelor’s degree. 

The current PITAHC accreditation for PANCs is fundamentally a certificate-level training program, not a university-level degree
Since PITAHC-accredited centers are not schools, the people enrolled in their programs should not be formally called students in the academic sense. " trainees is the most accurate term and those who completed the training as "graduates of the training program "or program completer" .

DO THEY HAVE THE AUTHORITY TO WEAR ACADEMIC GOWNS?
At the certificate level, no. Graduation attire, such as a bachelor’s gown with sash, is traditionally reserved for degree-granting institutions and TESDA-accredited schools. PUP has previously stipulated that graduates of diploma or vocational-technical courses/programs are not allowed to wear, or be photographed wearing, a toga with hood

DO CNPs HAVE THE RIGHT TO BE CALLED NATUROPATHIC DOCTORS AS COMMONLY PRACTICES BY CNPS?
PITAHC has issued a circular letter prohibiting CNPs from using the title “Dr.” The rationale is straightforward: CNP training does not constitute a doctoral or even a postsecondary academic program. In fact, admission into the CNP track does not require a college degree, as even high school graduates may enroll. Consequently, CNPs must adhere to PITAHC regulations, which explicitly state that they are not authorized to use a doctoral title
DO THEY HAVE THE RIGHT TO BE CALLED BOARD CERTIFIED DOCTORS?
No. PITAHC accredits training centers and certifies practitioners in naturopathy (CNP), but this certification is certificate-level training and not a doctoral academic program.

In naturopathic medicine, the title “board-certified doctor” is typically reserved for individuals who have completed a doctoral-level naturopathic program and passed a recognized naturopathic board examination.

CONCLUSION : This announcement is issued to uphold the professional integrity of the naturopathic field. It is essential that the public receives clear, accurate, and reliable information regarding the distinctions between academic institutions and training centers, ensuring that naturopathic credentials, standards, and qualifications are not diluted, misrepresented, or misunderstood.

IBMS-IMSIM, AS A MEDICAL-NATUROPATHIC HIGHER EDUCATION INSTITUTION IS COMMITTED TO: Tertiary Education Hierarchy (TEH) and Hierarchically Structured and Chronologically Graded systems (HSCG)

*Aside from TESDA, Dr. Cuevas, in his younger years, also served as the official signatory for CHED reportorial requirements. He holds an EdD in Educational Management (w/S.O.) along with other earned degrees, underscoring his strong academic foundation. For 10 years, he consistently attended all CHED-related meetings of higher education institution heads, with official attendance certificates duly documented.

    IBMS-IMSIM IS ENCOURAGING ALUMNI TO WEAR SCHOOL PATCH

To avoid public confusion regarding professional qualifications, particularly the difference between diploma/certificate holders and a Doctor of Naturopathic Medicine (ND/NMD), graduates of the doctoral programs from the reputable IBMS-IMSIM institution are encouraged to wear their school patch.

This practice helps the public easily distinguish these graduates, who have completed a rigorous, graduate-level naturopathic medical education from a qualified and eligible school, from individuals who may hold titles or credentials granted by non-school entities, such as associations or awarding groups, which are not academic degrees.
